In app purchases only enabled for 1 device

Its a bit ridiculous that the in app purchases (like flash cards) are only enabled for 1 device ID. I spent about 30 dollars on in app purchases, and I would expect all my iOS devices that share the same App Store account to have access. I cant imagine I am the only person who occasionally uses multiple devices.
